January 2005

Enrollment:

During the month of January, a total of eight (8) new and sixteen (16) duplicate Seneca-Cayuga Enrollment Cards have been processed and mailed out. The Seneca-Cayuga Enrollment Committee will hold their monthly meeting on they 29th. Currently, there are a total of three (3) automatic, twelve (12) general council applications, and one special document for their review. I processed five (5) new and two (2) duplicate Certified Degree of Indian Blood cards this month. I processed fifty-six (56) Indian Child Verifications for various Human Services and Indian Child Welfare Departments, four (4) certifications for the Tag Department, ten (10) certifications for the Claims Committee, and ten (10) certifications of membership for other Enrollment Departments. I have processed three (3) 8x10’s for the Bureau of Indian Affairs Probate Office to assist Felicia Chuckluck in processing deceased Tribal Members’s probates. I have also processed one (1) Enrollment Report this month:

1. 1/10/2005 – Processed a report for the number of Tribal members enrolled in the tribe ages 21 and under – nationwide and service area. Nationwide – 1,583 and Service Area – 574

2. 1/11/2005 – Processed another report for the number of Tribal members eligible to vote in the 2005 General Council to date. 2,899.

3. 1/23/2005 – Processed a report for the AOA Program Grant on the # of Tribal members in Service Area – Age 60 and Over: 106; Age 52 and Over: 187.

4. 1/26/2005 – Processed certification for AOA/Caregiver Program for Charline Keah-Tigh. Total enrollment number 4,168; 60 and Over service area: 106; 52-59 in service area: 81.

5. 1/26/2005 – Sally Ollis requested the number of the following age groups: 65 and over All: 308; 65 and over Service: 70; 70 and over All Members: 215; 70 and over Service: 43. No official certification or report was released. The numbers were given verbally only.


Education:

During this month, twenty-eight (28) tribal members have been counseled regarding the educational assistance available through the Seneca-Cayuga Tribe in both the federal and tribal education programs.

Adult Vocational Training Program currently has three applicants receiving financial assistance for the Spring 2005 Semester:

1. #27-04 is attending OSU-Okmulgee for his Culinary Arts Degree. (Active File) Spring 2005 semester scholarship check was sent to OSU on 1/10/2005.

2. #26-04 was approved for financial assistance from the AVT Program. She is attending NEO A&M College for her licensed Practical Nursing Degree (Terminated 1/3/2005) Letter of termination was sent for failure to comply to comply with program regulations.

3. #15-01 was reinstated into the AVT Program and was approved for financial assistance for the Spring 2005 semester. Her Spring Check was mailed to NEO on 1/6/2005. She is attending NEO A&M College for her Child Development Associate Degree.

4. #28-04 was approved for financial assistance from the AVT Program on 1/4/2005. Her Spring 2005 semester scholarship was sent to Franklin Technology Center. She is pursuing a degree in Computer and Office Technology.

There are currently still two AVT applications pending further documentation.

Higher Education Program:

This month, I have processed a total of ten (10) Seneca-Cayuga Higher Education Scholarship checks for the Spring 2005 semester. There are currently still four (4) students who have not submitted a copy of their Fall 2004 grades and Spring 2005 schedule. Letters have been written to each of these students requesting the documentation. This semester, there was also one (1) Higher Education Student who was placed on probation for the Spring 2005 semester for failure to meet minimum academic requirements. She did receive her scholarship for the semester in question, with the stipulation that she must meet minimum academic requirements for the Spring 2005 semester in order to receive any future financial assistance from the Higher Education Program.

Financial Assistance is still available through the following programs: The Adult Vocational Training Program and Adult Education Program for the Spring 2005 semester. Below is a brief description of the federal Education Program available.

Adult Education Program:

The purpose of the Adult Education Program is to provide financial assistance for Seneca-Cayuga tribal members with educational opportunities and learning experiences for Indian adults to gain in the skills needed to improve their functioning as individuals and as members of families and communities. Within the scope of this program is financial assistance with part time training, skills upgrading, self-improvement, GED classes, testing fees, and skill licensing requirements. (Training must be below the college level.)

Eligibility Criteria: To be eligible for the Seneca-Cayuga Tribe of Oklahoma Adult Education Program, you must be an adult Seneca-Cayuga Tribal member between the age of 16 years of age or older, and may not be enrolled in a formal education program.

Adult Vocational Training Program:

The purpose of the Adult Vocational Training program is to assist tribal members to acquire the job skills necessary for full time satisfactory employment. Training shall not exceed twenty-four (24) months in length, with the exception that Registered Nurses training may be for periods not to exceed thirty-six (36) months.

Eligibility Criteria: Any enrolled Seneca-Cayuga Tribal member, who resides within the service area (within a 50-mile radius of Miami, Oklahoma), attending full-time training and between the ages of 17-35 years of age. The applicant must be in need of training in order to obtain reasonable and satisfactory employment.





February 2005

Enrollment:

During the month of February, a total of seven (7) new and nineteen (19) duplicate Seneca-Cayuga Enrollment Cards have been processed and mailed out. The Seneca-Cayuga Enrollment Committee will hold their February monthly meeting on March 5th. Currently, there are a total of four (4) general council applications, and one confidential case for their review. I processed thirty (30) Indian Child Verifications for various Human Services and Indian Child Welfare Departments, six (6) certifications for the Tag Department, eight (8) certifications for the Claims Committee, and ten (10) certifications of membership for other Enrollment Departments. I have also processed one (1) Enrollment Report this month:

1. Chris Franks, Water Quality Tech with Seneca-Cayuga Environmental Department, requested the total number of tribal members currently enrolled and the total number of tribal members within the service area for the CWA 106 FY 2005 grant proposal. Total Membership: 4,167 Service Area: 1,260

Education:

Higher Education Program:

There are currently two (2) students who have not submitted a copy of their Fall 2004 grades and Spring 2005 schedule. Letters have been written to each of these students requesting the documentation. This month, the Higher Education Program was contacted by two participants: (1) Higher Education Student informed the program that she had to withdraw from college for the Spring 2005 semester for personal reasons and (1) Higher Education Student did submit his Fall 2004 grades and Spring 2005 grades. The documentation showed that he did meet the program requirements and his Spring check has been requested.

Below is a brief description of each of the Federal Educational Scholarship Programs available through the Seneca-Cayuga Tribal Office. For more information regarding these programs, please contact April Henderson at the Seneca-Cayuga Tribal Office in Miami, Oklahoma.

Adult Education Program:

The purpose of the Adult Education Program is to provide financial assistance for Seneca-Cayuga tribal members with educational opportunities and learning experiences for Indian adults to gain in the skills needed to improve their functioning as individuals and as members of families and communities. The applicant must be in need of training in order to obtain reasonable and satisfactory employment.

Higher Education Program:

The Scholarship is only available once a year. The deadline is June 15th of each year.

The purpose of the Seneca-Cayuga Education Department is to encourage tribal members to continue their education and training beyond high school for the purpose of developing leadership and increasing employment opportunities in professional fields.

Eligibility Criteria: Any enrolled Seneca-Cayuga Tribal member regardless of their blood degree and residence, attending an accredited institution of higher learning who has applied for assistance through the Federal Student Financial Aid Program and who plans to obtain their first bachelors degree may apply to the Seneca-Cayuga Higher Education Program for financial assistance.

Annual Enrollment/JOM Report 2005

Enrollment:

During the 2004 General Council Meeting, a total of One hundred and eighty enrollees were approved for membership. Each of these applicants has been informed in writing of their membership approval into the Seneca-Cayuga Tribe of Oklahoma and mailed a Seneca-Cayuga Membership Card. The Enrollment Committee has approved a total of sixteen Automatic Enrollment applications from July 2004 to April 2005. A total of four hundred and twenty-nine new and duplicate Seneca-Cayuga Tribal cards have been processed from June 2004 until April 29, 2005. Since the month of June 2004 until April 29, 2005, a total of ninety-three General Council applications have been researched and approved by the Enrollment Committee. During the month of May, there are currently a total of 21 General Council Enrollment applications, zero Automatic applications, and 1 Disenrollment Case to be reviewed by the Committee. The Seneca-Cayuga Enrollment Committee will hold our last meeting on May 28, 2005 to review these applications. Oene these applications are approved, I will begin entering their names into the list that will be read at General Council this year. I have prepared and mailed out a total of forty-six new and duplicate Seneca-Cayuga Certificate Degree of Indian Blood Cards.

Johnson O'Malley:

On August 3, 2004, I distributed a total of one hundred and ninety-four school supply vouchers to eligible tribal members to assist with the cost of school supplies.

The following reports have been requested from the Seneca-Cayuga Enrollment Office, from June 9, 2004 until May 9, 2005:

1. June 9, 2004 – Shannon White, Child Protection Specialist requested the number of children under age 21, in Service Area for her Title IV-B Proposal. * Included the June 2004 enrollees. Total: 1,544

2. July 29, 2004 – Processed two list of children in Service Area 3 years thru 12th grade (18) for JOM School Supply Voucher and took one copy to HR Building and gave to Denisha.

3. August 5, 2004 – Claims Committee wanted the number of children four years through 18 for Claims Committee School Clothing Vouchers per Sally Leaf’s telephone conversation. Total: 1,171

4. August 6, 2004 – Claims Committee, Sally Leaf, wanted the number of children 3 years through 18 for Claims Committee School Clothing Voucher per telephone conversation. Total: 1,242

5. August 10, 2004 – Sally Ollis called to ask how many members do we have 18 years of age or over. Total: 2,851

6. September 13, 2004 – Processed a report for Shannon White regarding the number of tribal members 21 years of age and under nationwide for her Promoting Safe and Stable Families Grant. Total: 1,611

7. September 17, 2004 – LeRoy Howard requested some statistics for American General Life Insurance regarding ages for tribal members no names were released.

8. September 27, 2004 – Printed the Newsletter Query and amended it so that one newsletter is sent to each household after making all the corrections the total newsletters. Total: 2,386

9. October 5, 2004 – Processed Trip Report for Dennis Sisco regarding DNA Seminar I attended in Okmulgee, OK on October 1, 2004 at Muscogee Creek Nation.

10. October 23, 2004 – Processed Special General Council Sign In Sheet 158 members attended.

11. November 3, 2004 – Processed number of children for the 2004 Christmas Party divided into groups by sex and age in Service Area. Ages 0 to 18 Females – 250 Males – 253

12. December 13, 2004 - Processed list for Logan Line to distribute Turkeys to Tribal Members in Service Area 65 and Older Total: 69

20. April 20, 2005 – Processed count for Charline Keah-tigh for use in writing a grant to the Highway Safety for Car Seats. She suggested number of tribal members in Service Area, 8 years and under. Total: 196

21. May 5, 2005 – Processed report for Charline Keah-tigh for use in writing a grant for the Highway Safety Car Seats Grant showing that tally for ages 0-1, 2-5, 5-8 for the 2003 & 2004 General Council Enrollees. Total:

Annual Education Report 2005

From May 2004 – May 2005 a total of Two hundred and twenty (220) Seneca-Cayuga Tribal Members have been counseled regarding the Educational Programs available from the Seneca-Cayuga Tribe of Oklahoma and given assistance with completing their Educational applications when necessary.

Below is a narrative for each of the Educational Program offered by the Seneca-Cayuga Tribe of Oklahoma:

Higher Education Program:

The Higher Education Program is still the most popular education program offered by the Seneca-Cayuga Tribe. During the 2004-2005 school year, a total of fifteen (15) Higher Education Scholarships were awarded. The total amount awarded in scholarships this year was $21,429.00. The approved applications were awarded $2,000.00 for the school year or their unmet need, whichever was less. The Higher Education Program 2004-2005 Progress Report:

· Three students did not receive their Spring Scholarships because they did not submit their Fall 2004 grades and Spring 2005 schedules.

· One student was suspended from the program because she/he decided to change her/his Major from a BA to an AA Degree in Child Care for employment reasons.

· One student withdrew her application after the Fall Semester for personal reasons.

· Two students were placed on probation for the Spring 2005 semester.

· Three students graduated this year with their Bachelor Degrees.

Throughout the school year, as I obtain information regarding scholarships and internships, I forward them to my Higher Education Recipients. The deadline for the Higher Education Scholarship this year is June 15th @ 5 p.m.

Adult Vocational Training Program:

The purpose of the Adult Vocational Training Program is to assist Seneca-Cayuga tribal members in acquiring job skills necessary for full time satisfactory employment. Within the framework, the program provides for testing, vocational counseling or guidance to assist program participants to make career choices for relating personal assets to training options and availability of funds. The program provides for full time institutional training in any accredited vocational or trade school. To be eligible for the AVT Program you must (1) be a member of the Seneca-Cayuga Tribe, (2) live within 50 miles from Miami, Oklahoma, (3) be at least 18 years of age, and (4) be in need of training in order to obtain reasonable and satisfactory employment. This year the Adult Vocational Training Program had seven participants:

Adult Education Program:

The purpose of the Adult Education Program is to improve the educational opportunities for the Seneca-Cayuga tribal members who lack the level of literacy skills necessary for effective citizenship and productive employment. To be eligible for the Adult Education Program you must (1) be a member of the Seneca-Cayuga Tribe, (2) be attending an approved class, (3) may not be enrolled in a formal education program and (4) live within a 50 mile radius from Miami, Oklahoma.
